Profile

Oola is a Monitoring, Evaluation, Accountability and Learning professional with over seven years of experience in development and humanitarian programming across several international organizations. He has a strong track record of leading research-driven initiatives, managing cross-functional teams, and translating evidence into actionable insights that enhance program effectiveness, accountability, and organisational learning.

He holds a Master of Science in Development Economics, a Postgraduate Diploma in Monitoring and Evaluation from the Uganda Management Institute, and a Bachelor of Science in Quantitative Economics. He also attained professional certifications in Project Management Methodology (PMM), Advanced Excel for Data Management and Analysis, Monitoring and evaluation practice and advanced statistical Data Analysis using STATA.

In his role with the Africa Climate Collaborative, Andrew leads monitoring and evaluation functions aimed at strengthening program performance, generating evidence for decision-making, supporting learning and adaptive management, and enhancing community engagement. He works closely with stakeholders to ensure that interventions are informed by high-quality data, strong evidence, and measurable results.
